IUU Consultant 1^st September – 31 December 2020, possible extension to 2021

Oceana’s Mission   

Oceana is the largest international advocacy organization dedicated solely to ocean conservation. Oceana is rebuilding abundant and biodiverse oceans by winning science-based policies in countries that control one-third of the world’s wild fish catch. Background

The anti – illegal, unreported and unregulated (IUU) fishing team in Oceana is working in two NGO coalitions to:

• Ensure, together with our NGO partners in the EU Fisheries Control Coalition, that fisheries management in the EU safeguards ocean health and marine life for generations to come. A robust Control Regulation is essential for sustainable fisheries. It will ensure that fisheries activities are fully documented and bring transparency to our seafood supply chains.
• Work, together with our NGO partners in the EU IUU Coalition, to combat IUU fishing globally. We focus on promoting some of the EU’s best practices on ocean governance and fisheries transparency in other regions such as East Asia, Africa, and Latin America.  Additionally, we work to ensure that the EU effectively supports policy change through its influence as a major flag and market State and that it remains a key actor in global oceans governance.

Duration of the tasks

Preference for a fulltime contract, from 1 September – 31^st December 2020, with a possibility for extension until 30 June 2021.

Place

For 2020, teleworking from home is encouraged. For late 2020 or 2021 travel to Brussels, London or Strasbourg might be required.

Work description

We are looking for a consultant who will support the Illegal Fishing and Transparency Campaign Director and IUU Fishing Campaign Team in carrying out joint activities under the EU Fisheries Control and EU IUU Coalitions. 

The consultant will assist joint NGO efforts to ensure a robust future fisheries Control Regulation and to combat IUU fishing globally. This will include direct advocacy efforts targeted towards EU decision makers, as well as the preparation and review of campaign materials for use and distribution online (e.g. briefings, blogs, reports and IUU fishing alerts). In addition, the consultant will assist in the planning of joint events (online or in-person) and will represent Oceana both at these events and in coalition coordination calls or in-person meetings, when travel is both permitted and safe.   

Framework

1. By October 2020 finalise with the Campaign Director a factsheet written by an external expert on conversion factors in the current and future EU Control regulation as well as the preparations for its publication.

2. By December 2020 help plan with the Campaign Director two online events targeted at EU decision makers.

3. By December 2020 make with the Campaign Director access to information requests to key Member States.

4. By December 2020 analyse and write with the Campaign Director a report on the implementation of the Sustainable Management of the External Fishing Fleet Regulation (EU 2017/24/03).

5. By December 2020 update with the Campaign Director data on www.whofishesfar.org.

6. By December 2020 reach out with the Campaign Director to key flag or coastal States to request making vessel authoristation lists public.

7. By December 2020 produce with the Campaign Director briefings, infographics, voting recommendations, social media material and short films to push for key priorities on the future Control Regulation, this includes advocacy with Members of the European Parliament, Member States and relevant stakeholders either online or in person.

Activity 4 – 7 will continue in 2021 and would be the activities to be conducted under the extension from 1^st January – June 30 2021.

Deliverables

• With the Campaign Director and in coordination with the relevant coalitions, by December 2020 the consultant will be required to:
• Finalise and prepare material for publication (i.e. a blog or social media content) for the factsheet as described in point 1 above.
• Help host two online events as described in point 2 above.
• Complete access to information requests to at least five Member States as described in point 3 above.
• Make public data on www.whofishesfar.org.
• Reach out to at least two flag and/or coastal states as described in point 6 above.
• Produce briefings, infographics, voting recommendations, social media material and short films to push for key priorities on the future Control Regulation.
• Participate in online meetings with decision makers and stakeholders.

Required Skills and Competencies:

• Professional experience and knowledge of EU institutions, EU policy making and analysis, preferably with a focus on EU and international marine policy.
• Experience with EU advocacy activities, writing of policy briefings, voting recommendations, analysis of amendments, as well as in person meetings.
• Ability to analyze and synthesize technical fisheries information or data both in writing and in communications.
• Excellent written and verbal communication skills in English. Ability to communicate complicated messages authoritatively and succinctly to different audiences and through different fora (e.g. policy briefs, presentations).
• Strong networking and team skills appropriate for a multicultural and multidisciplinary environment.
• Proven ability to act as organizational spokesperson and engage effectively with MEPs or Member States, as well as other stakeholder representatives.
• Excellent organizational and time management skills, ability to effectively manage multiple projects and initiative to be productive during waiting periods. 
• Fluency in English, knowledge of Spanish, French or Italian is welcomed.
